Binds agentspaces.bootstrap.* and agentspaces.groups[].bootstrap.* and
supplies the DnsResolver and BootstrapChainFactory beans the AgentSpaces
starter's seams accept, so each group's bootstrap chain is composed from
properties and the application's own BeaconLocator beans.
