The fleet console as a served surface: a read-only observability peer
presenting membership, discovery, and space state over HTTP. A HAL+JSON
API (application/hal+json links, Spring HATEOAS compatible), a
Server-Sent Events activity stream, a single-file no-build web UI themed
by CSS variables, and the ConsolePanel SPI so applications add their own
panels. Served by the JDK HttpServer like the A2A gateway, so the core
carries no web framework; the Spring Boot starter ...
