AWS DynamoDB adapter for the Culvert framework. Sprint-21 module (epic #144, T21.4 / issue #148). Implements JobControlRepository over DynamoDB, giving the framework a transactional control plane (atomic conditional-write status transitions) that the BigQuery adapter's UPDATE-based approach cannot provide.
