Serves the client bundle and the application shell over JAX-RS, as a catch-all at
the application root. Separate from zerozstack-server-core deliberately: a WAR with its own
servlets must be able to depend on the framework without acquiring a JAX-RS application
mounted at "/" that answers every unmatched path.
