Java edition of the C++ BRKGA-MP-IPR library (Multi-Parent Biased
Random-Key Genetic Algorithm with Implicit Path Relinking), driven
through the Foreign Function and Memory API. Ships precompiled Linux
x86-64 native binaries, so no C++ toolchain is needed to use it.
