The Tierwise core library: loads, validates and compiles Tierwise projects into bundles, and evaluates bundles (resolve and decide) with no framework dependencies.

Tierwise control plane: stores bundle versions and serves bundles, /resolve and /decide over HTTP. The runnable JAR has the classifier exec.
