BouncyCastle-backed implementations of the OpenTDF Java SDK's KemProvider SPI (hybrid PQC: X-Wing, ECDH+ML-KEM-768, ECDH+ML-KEM-1024). Discovered at runtime via java.util.ServiceLoader. FIPS deployments should omit this module — BC's regular jar collides with bc-fips and the non-FIPS BC classes this module imports are absent from bc-fips.
