Dev-mode container services provisioned by the vidocq:dev goal (M4 of DEBUGMODE.md). Build-tooling only: these modules run in the Maven plugin JVM and MUST never land on the runtime module-path nor in the AOT/native image (DEBUGMODE.md §10). Hence no module-info.java — plain classpath jars loaded by the plugin's ServiceLoader.
