Runtime extension and dev console panel that read the dev services state file (spec 2026-09-24-devservices-visibility-run-tests §4.4) and report it as the devservices section. On the application's own module path or class path, unlike its sibling modules in this tree: it depends only on vidocq-runtime-spi and vidocq-runtime-devconsole-spi, never on vidocq-runtime-devservices-host, Testcontainers or the Maven plugin API.
