The service interface a build plugin drives a Souther compile through, and nothing else. A plugin links this; the driver that implements it ships with the compiler, is resolved for the Souther version the project names, and is loaded in isolation. This is the only thing the two share, so what the compiler does with its own types is not something a plugin release has to follow.
